1. COVID-19 IN PAKISTAN

  • Pakistan reported 1,167 new cases and 14 deaths in the past 24 hours. Pakistan also conducted 27,984 tests in the span of 24 hours (P.S. this data was last updated on November 3 at 7:22am).

2. Pakistan condemns attack on Kabul University

Gunmen stormed Kabul University in Afghanistan. They killed at least 19 people and wounded more than a dozen. Most of the people killed were students. A suicide bomber blew himself up inside the campus. Then, two gunmen started firing. The attack started while govt officials were arriving for an Iranian book fair on campus, which was supposed to host around 40 Iranian publishers. Iranian Ambassador Bahador Aminian, and cultural attache Mojtaba Noroozi, were scheduled to inaugurate the fair. The Islamic State of Iraq and Levant (i.e. ISIL, ISIS) claimed responsibility for the attack. Pakistan’s Foreign Office issued a statement condemning the attack. Pakistani Nobel Laureate and education advocate, Malala Yousafzai, said the attack is “heartbreaking” and called on leaders to protect students.

  • Backstory: Armed groups, including ISIL, have attacked educational institutions in Afghanistan over the years. Last month, ISIL fighters carried out a suicide bombing at an education center in Dashte Barchi, a Shia majority neighborhood, and killed 24 students. Last year, a bomb outside Kabul University’s campus gate killed eight people. In 2016, gunmen attacked the American University in Kabul and killed 13 people.

3. Punjab’s new Special Assistant on Information

There’s a new special assistant in town, at a provincial level, and her name is Firdous Ashiq Awan. She used to be Special Assistant to the Prime Minister (SAPM) on Information and Broadcasting, until retired Lt Gen Asim Saleem Bajwa replaced her (P.S. he resigned last month btw). Now, Awan will serve as Special Assistant to the Chief Minister (CM) on Information in Punjab. At the same time, Fayyaz Chohan was removed as Punjab’s Information Minister, a development he didn’t see coming until Awan announced her new role. Chohan is known to be a loud and unfiltered speaker. At first, Chohan was serving as both Information Minister and Colonies Minister in Punjab. Now, he’s only in charge of the colonies portfolio. Punjab Chief Minister (CM), Usman Buzdar, re-shuffled other key officials in his provincial administration as well.

  • Backstory: This isn’t the first time Chohan has left his position as Punjab’s Information Minister. In March 2019, he resigned after making controversial comments about the Hindu community. The Punjab CM’s spokesperson said Chohan submitted his resignation. However, the Pakistan Tehreek-e-Insaf (PTI) official Twitter page said he was removed. Chohan was reinstated as Punjab’s Information Minister a few months later in December.

4. Christian girl recovered in child marriage case

What’s going on? Human rights groups are protesting against the alleged abduction, forced marriage and forced conversion of Arzoo Raja, a 13-year-old Pakistani-Christian girl. Activist, Jibran Nasir, is helping Raja’s parents fight the case. Yesterday, Nasir announced that the Sindh High Court (SHC) ordered police to recover Raja, bring her to court on November 5, and admit her to a shelter in the meantime. Later on, Nasir reported that police have found Raja and are taking her to a shelter home. Police also arrested Ali Azhar, the 44-year-old Muslim man who allegedly abducted and married Raja.

The details: On October 13, Raja’s parents reported their daughter had gone missing from their family home in Karachi. Two days later, police said she married Azhar, and “willingly” converted to Islam. Azhar shared a marriage certificate, which stated Raja was 18-years-old. Raja’s parents challenged the validity of the marriage by producing her birth certificate, which shows she is 13. The Sindh Child Marriage Restraint Act states that the minimum age of marriage is 18. However, on October 27, the SHC cited Sharia law and ruled in favor of the marriage (i.e. under this interpretation of Sharia law, a child can apparently be married after her first menstrual period).

Tell me more: Two of Azhar’s brothers and a friend were detained for their involvement in the alleged abduction. According to their defense counsel, Raja told the SHC she converted and married Azhar without any fear or pressure. The three suspects were released on bail later. The SHC initially told police to not arrest Azhar either. Raja’s father asked a Judicial Magistrate to at least move his daughter to a shelter home so she isn’t in her supposed husband’s custody. However, the magistrate said ‘not necessary’ since the SHC already told the police to look after Raja.

Looking ahead: Sindh govt spokesperson, Murtaza Wahab, said the SHC ordered police to find Raja after receiving an application from the provincial Sindh govt. Nasir hopes the SHC will return Raja to her parents after the next hearing. The court also ordered a medical test to confirm Raja’s age. Going forward, the hearing will explore Raja’s real age, whether she was forcibly converted, and whether her marriage to Azhar is legal.

The bottom line: Nasir thinks there is a lot to learn from the “injustices” committed in this case. He also keeps reminding people to read the Sindh Child Marriage Restraint Act, which he believes is not being enforced properly.

MARKET RECAP

The benchmark KSE-100 index closed at 39,112.18 after dropping 775.82 points (-1.94%) as of October Nov 2, 2020.
